Beware of Payment Scams

The Payments Systems Regulator (PSR) has asked for banks to fight payment scams, after having received many complaints of fraud and convincing scams which have cost customers millions. The PSR responded to a series of complaints from consumer advocacy group Which?. The group concluded that banks are not sufficiently responsible in protecting their customers.

The PSR insists that banks need to be more diligent in identify specific frauds, as well as regulate their practice standards for handling them. They have also advocated for the collection of more data on scams. While the PSR stopped short of advising banks to compensate customers, it has urged them to improve their safeguarding against fraud. This included a suggestion that they incorporate Confirmation of Payee (CoP).

How push fraud works

“Push” fraud refers to certain types of banking fraud where the victim is convinced to pay a wrong recipient. A 2016 article by The Guardian reported that banking scams “push up UK financial fraud by more than 25%”.[1] Financial Fraud Action (FFA), which conducts official investigations and reports, stated that this was common with regards to online banking fraud: “In some cases, an individual may be duped by a criminal into making a fraudulent money transfer themselves.” [2]

As the name suggests, a chargeback is a literal charging back of the fees that a merchant was paid from the card holder for a product or service provided. This is usually initiated by the credit card provider. The cardholder’s issuing bank places a demand on the merchant’s acquiring bank to recoup either part of, or more often, the entirety of the transaction, on behalf of their card holder. The acquirer is obliged to transfer these funds from the merchant’s account so that the cardholder may be compensated.
